Provincial Executive
The day-to-day administration of the Province is carried out by the Provincial Executive. The members of this body are chosen by the Provincial Council from among its own members and serve for a period of four years.
Each province in the Netherlands may appoint six to eight members to its Provincial Executive. The Queen's Commissioner -also known in Limburg as the Gouverneur or Governor -serves as chairman of both the Provincial Executive and the Provincial Council. The Governor may vote in the Provincial Executive and has an advisory vote in the Provincial Council. Limburg's Provincial Executive meets every week on Tuesday. These meetings are not open to the public, but the decisions taken are generally publicised.
The many responsibilities borne by the Provincial Executive are delegated to its members, each of whom is charged with a special task or portfolio. Decision are taken in consultation, ensuring collective, mutual accountability. The members of the Provincial Executive prepare the proposals submitted to the Provincial Council, and implement the decisions taken by this body. They also have many responsibilities of their own, in particular with respect to the implementation of national laws and regulations. The Provincial Executive answers to the Provincial Council with regard to the implementation of policy decisions. A few of its more important tasks are: to stimulate socioeconomic development; to grant permits and licences, particularly those related to environmental protection; to supervise the local authorities, especially in the areas of financial policy and town and country planning; and to exercise administrative jurisdiction. Many laws stipulate that the Provincial Executive should serve as an organ of appeal for citizens who disagree with decisions taken by local authorities on such marters as social security or alcoholic drinks and catering legislation. The Provincial Executive also manages the Province's financial affairs.
